- $90,988 General Description and Classification Standards: The
Project Manager I (Technical Services) is responsible for planning,
directing, and coordinating activities and special projects for
construction and maintenance of structures, facilities, and
systems. Participates in conceptual development of a construction
project, oversees personnel actions and decisions, and manages
schedules and budgets. Has formal project management and/or skills
development responsibilities. Provides Information Manager, Safety
Officer, Project Controls/Schedule Manager, Permit Coordinator, and
Land Acquisition team to review work in progress and deliverables
to ensure the project is within budget and on time. Supervision
Received: Works under general supervision, with the ability to work
independently depending on the organization structure. Essential
Duties and Responsibilities: These are typical responsibilities for
this position and should not be construed as exclusive or all
inclusive. Creates plans that enable the project team to deliver
the project objectives. Monitors and controls projects by reviewing
work results and comparing them to planned results. Identifies
variances to work products and directs actions as required. Manages
process meetings to review status of ongoing projects and
coordinates with the public. Reviews contractors’ daily journals
for comparison to inspectors’ daily journals for accuracy and
consistency. Reviews, monitors, and evaluates operational
activities at neighborhood centers and recommends actions to ensure
optimal utilization of city resources. Evaluates and establishes
departmental performance metrics and validates data accuracy.
Manages schedule for the review of eight departmental performance
measures and data. Identifies appropriate business units within
each department to understand business operations through process
interviews and site visits. Conducts benchmarking of departmental
performance measures. Collaborates with departmental business units
to create metrics based on interviews and benchmarks. Collects and
validates data for each departmental metric by evaluating
calculations and master reporting sheet. Oversees personnel actions
and decisions. Manages conflict resolution and team-building
activities. May perform other duties as assigned. The above

Abilities: This is a partial listing of necessary knowledge,

methods, practices, and industry standards for design,
construction, and maintenance of water distribution systems
Familiarity with American Water Works Association standards and
Fire Prevention Association codes and standards Knowledge of
business management principles involved in strategic planning,
resource allocation, human resources modeling, leadership
techniques, production methods, and coordination of people and
resources Knowledge of principles and processes for providing
customer and personal services, including customer needs
assessment, meeting quality standards for services, and evaluation
of customer satisfaction Practical application of engineering
science and technology, including applying principles, techniques,
procedures, and equipment Experience using analytical skills to
identify, scrutinize, improve, and streamline complex work
processes Ability to motivate, develop, and direct people as they
work; identify best people for a job; and use logic and reasoning
to identify strengths and weaknesses of alternative solutions,
conclusions, or approaches to a problem Experience negotiating
development and consultant contracts Reads and understands
architectural, structural, and civil engineering Minimum
Qualifications: Education and Experience – Bachelor’s Degree in
engineering, construction management, project management,
architecture and/or any related field. Five (5) years of equivalent
work experience. Licensures and Certifications – Valid Georgia
driver's license (Required) Preferred Requirements – Professional
Engineer (PE) License Water Distribution Operator License Work
Environment: Requires physical, lifting, and sensory capabilities.
